Our Vision
Somalia aspires to provide universal access to high-quality essential health services, ensuring that individuals do not experience financial hardship. This vision is aligned with Universal Health Coverage and demonstrates a commitment to expanding population coverage, service provision, and financial protection in a balanced and credible manner.
Our Mission
- To establish and administer a fair, transparent, Sharia-compliant, and nationally trusted social health insurance system that efficiently pools resources, strategically purchases essential services, safeguards vulnerable households, and progressively extends coverage throughout Somalia.
Legitimacy First
- The NSHIA prioritizes governance, transparency, Sharia assurance, and citizen protection as foundational elements of reform prior to expansion. Public trust is cultivated through demonstrable integrity, accessible rights, and effective accountability rather than mere declarations.
Solvency Before Expansion
- Benefit offerings and payment commitments to providers are carefully aligned with fiscal realities, thorough cost analysis, and operational readiness. Sustainable growth ensures the protection of both households and institutional credibility.
Equity by Design
- The system is intentionally structured to address the needs of vulnerable groups and underserved communities from its inception. Provisions such as subsidies, grievance mechanisms, portability, and protection against informal charges are integral components, not subsequent enhancements.
Digital by Design
- NSHIA is developed with a robust digital infrastructure supporting member registration, provider directories, claims processing, reporting, and communication. This approach reduces administrative costs, strengthens verification processes, and enhances transparency in service management.
Provider Trust and Payment Reliability
- An authoritative insurance agency must maintain reliability for both providers and beneficiaries. Adherence to predictable payment schedules, well-defined regulations, and contractual discipline is critical to ensuring service continuity and minimizing informal fees.
Transparency and Accountability
- NSHIA is dedicated to clear benefit definitions, comprehensive public reporting, effective grievance resolution, and regular performance monitoring. These functions are fundamental to public legitimacy and sustained institutional trust.
